The Department of Health has issued Administrative Order No. 2007-0025 dated 27 July 2007 on the “Revised Guidelines for Conducting Medical Fitness Examinations for Seafarers” which took effect on 1 October 2007.
Seafarers have been classified into four groups, namely: (1) new or first time candidates; (2) serving or experienced seafarers below 40 years old; (3) those 40 years and above; and (4) food handlers.
Depending on the seafarer’s classification, additional tests have been required as part of the minimum PEME package which include RPR (syphilis screening), Hepatitis B screening, HIV, ECG, and stool culture (for food handlers). Seafarers aged 40 and above are further required to undergo FBS, total cholesterol, triglyceride, creatinine and BUA (uric acid).
Certain guidelines in the conduct of PEME have also been provided such as prescribing a new format for the PEME certificate, allowing doctors to exercise some flexibility when examining seafarers with vast sea experience (captains, mates and chief engineers), and setting standards on specific illnesses or type of vessel.
Manning agents and employers should check with and ensure that their PEME clinic complies with the new guidelines. Additional costs are expected.

Supreme Court allows manning associations to intervene in 120 issue controversy
The Supreme Court finally allowed the manning industry associations to intervene in the Remigio case. This means that the Court will resolve the arguments filed by the manning associations arguing for the reversal of the 120 day ruling. It should be remembered that the Solicitor General of the Philippines has filed a Comment in the Remigio case siding with the industry associations. It is hoped that the Supreme Court will similarly side with the industry and reverse its controversial decision.
