He is a seasoned and well-respected maritime lawyer known for his expertise in handling Filipino seafarer claims including voluntary arbitration and arbitration before the National Labor Relations Commission (NLRC).

PROFESSIONAL ACTIVITIES (OR WORK EXPERIENCES):

• Representing the International Group of P&I Clubs, he was a member of the Tripartite Technical Working Group which drafted the 2000 and 2010 amendments to the POEA Standard Employment Contract (POEA SEC), the governing law on the terms and conditions of employment of Filipino seafarers onboard ocean going vessels.
• In the passage of the Amended Migrant Workers Act of 2010 by the Philippine Congress, he was one of the resource persons representing the IG Clubs.
• As an expert on POEA SEC, he assisted in the preparation of necessary affidavits which led to the dismissal of money claims of Filipino seafarers filed in US Courts.
• Distinguished Professor of Law in the fields of Insurance Law and Transportation Law.
